1. Serve as liaison among higher education institutions and economic/workforce development stakeholders.
2. Develop policies and programs to strengthen the workforce development role of higher education, and especially public institutions, with employer, state agency, community-based and government stakeholders and develop metrics to assess progress.
3. Provide strategic guidance for DHE workforce partnerships in STEM and health care and manage staff and contractors in project areas.
4. Manage workforce development component of DHE Vision Project.
5. Develop legislative and other stakeholder support for state appropriation and private fundraising in support of these policies and programs.
6. Work with DHE and appropriate agency staff and campus leadership to align workforce development efforts, especially in the STEM and health care sectors
7. Assess international, national and state-level workforce policies to identify key initiatives to implement in Massachusetts
8. Perform other responsibilities as directed by the Commissioner of Higher Education
Qualifications:
? Master?s Degree or its equivalent in Education, Business, Public Policy or Administration or other closely related field.
? A minimum of five (5) years experience in fields directly related to the position.
? Significant experience in policy development and program management
? Experience with securing public and/or private funding in relevant areas.
? Significant experience in working with the employer community on public issues
? Understanding of program oversight, project evaluation and budget management.
? Strong group process skills
? Tolerance for ambiguity and ability to manage conflict
? Demonstrated excellence in oral and writing skills
Preferred Qualifications:
? Knowledge of STEM education and/or health care issues and workforce development
? Demonstrated experience working with legislators and government stakeholders

General Description:
The Department of Higher Education (DHE) is seeking an Associate Commissioner to promote and oversee partnerships between the state?s public colleges, especially state and community colleges, and the business, labor and training communities, to advance economic and workforce development in Massachusetts. The Associate Commissioner (AC) will establish policy and program partnerships with employers and community and state agencies in collaboration with public and private higher education institutions. The AC will also manage the STEM (Science Technology, Engineering and Mathematics) Pipeline Fund, the Nursing and Allied Health Education Initiative and selected DHE workforce development programs. The AC will identify and pursue public and private funding opportunities.
The salary will range from $80,000 to $100,000 depending upon experience and qualifications. The Associate Commissioner will report directly to the Commissioner of Higher Education.
